The Bronx and Harlem are NOT bad.
The Bronx and Harlem are pretty cool! If you're not in red zones, these areas are actually completely safe. I've had creepier interactions with people in nice areas of Manhattan than Harlem or the Bronx. Anyone who calls these places "the ghetto" doesn't know what they're talking about.
