Cinemagram is like the Instagram for moving images. It converts short images to .gifs and you can add aging effects to the images (like Instagram) but, before doing that, you choose which parts of your picture get to move, and which ones stay still.
It creates a really eerie effect and some people have gotten really creative with their photos. And like all great apps, it's FREE.
