The heart of West Hollywood, Santa Monica Boulevard will once again pulse with excitement on Halloween night as hundreds of thousands of Halloween revelers are expected to flock to the famous street for the notorious 2010 West Hollywood Halloween Costume Carnaval on Sunday, October 31, 2010 from 6 p.m. to 11 p.m.
