For the second year in a row, cARTel: Collaborative Arts LA, in collaboration with RentFoodBroke, Showbiz Entertainment and the Downtown Independent Theater, is mounting its No Budget Film Festival, our way of challenging broke LA filmmakers to stop talking themselves out of creating and simply give it a go.The restriction of not being allowed to spend any money whatsoever can be surprisingly freeing and produce fantastic results. That’s right - every accepted entry into this festival did not spend a dime to get it made.
None. At all. Nothing, zip, zero. Our filmmakers relied on their creativity and imagination, only using what they and their friends already had or could borrow.
The finalists will be screened at the beautiful Downtown Independent's 300 seat theater on August 25th, the winners picked by a specially selected judging panel of industry insiders, followed by a reception in the space, with live music, cash bar filled with Downtown Independent’s favorite beer & wine, and playing with the theme of ’No Budget’, gourmet versions of foods we eat while on a budget, from Whim Kitchen.

2011 PANELISTS
Ashley Edward Miller (Writer/Producer):
Credits include the screenplay for Marvel’s Thor, directed by Kenneth Brannagh, and X-Men First Class, directed by Matthew Vaughn and multiple projects currently in development. In the realm of television, has worked on The Twilight Zone (2003), Andromeda, Terminator: The Sarah Connor Chronicles, and Fringe as story consultant, writer and producer.
Cheri and Bill Steinkellner (Writers/Producers):
Eight Emmys, four Golden Globes, two BAFTAs, The People’s Choice, Parent’s Choice,The Writers’ Guild, TV-Land Legend, and Annie Awards for writing/producing Cheers and creating Disney's acclaimed animated series/feature film, Teacher’s Pet.
Other TV: The Jeffersons, Who’s the Boss, The Facts of Life, Family Ties.
Broadway: Bill co-wrote The Pee-wee Herman Show.
Off-Broadway. Both Cheri and Bill are alums of the Groundlings.
Evan Glodell & Vincent Grashaw (Filmmakers):
Their film, Bellflower, made its World Premiere at the 2011 Sundance Film Festival where it garnered glowing reviews from press and audiences. Bellflower has also screened in almost a dozen film festivals nationwide, including the 2011 South by Southwest Film Festival. Distribution company Oscilloscope Laboratories purchased the film and it was released this month in theaters nationwide. Currently, Coatwolf is in development on their next feature film.
Joe LaMattina (Director/Producer/Editor):

Brian Udovich (Producer):
Producer of The Wackness, All the Boys Love Mandy Lane, The Key Man and more. In 2005, The Monster and the Peanut was awarded the Academy of Television Arts and Science's (Emmy) for best dramatic student film as well a grant from the Alfred P. Sloan Foundation. He was also awarded the Robert M. Mongomery Outstanding Young Alumnus Award by Illinois Wesleyan University.
West McDowell (Producer):
West McDowell was born in Los Angeles, CA, and raised in Las Vegas, NV. Inspired by the vibrant Downtown Las Vegas subculture of eccentric artists, musicians, and entrepreneurs, he discovered his passion to produce motion pictures as an undergrad at the University of Las Vegas, Nevada. In 2004, as a freshman at UNLV, he was diagnosed with cancer and underwent numerous surgeries and treatments of chemotherapy. West won the CineVegas Emerging Filmmaker Award in recognition of his producing achievements and was cured of cancer during the summer of 2005. After graduating in 2008, he was accepted into the American Film Institute where he earned an MFA in Producing and was the recipient of the Jack Oakie Scholarship. West’s graduate thesis film was awarded the Gold Medal for Narrative at the 38th Student Academy Awards, and was also recognized as 1st Place Drama at the College Television Awards.
John Schmidt (Cinematographer):
John Schmidt has lensed several feature films and web-series such as The Guild and Legend of Neil. Recently he has been shooting an original series named The Morning After for Hulu while in prep for his second east coast feature. John has worked in various formats ranging from no-budget shorts to episodic television and union features. Now living bi-coastally, he splits his time between Los Angeles and New York City.
Kate Erbland (Critic):
Kate Erbland is the former Managing Editor and Head Film Critic for the dearly departed Gordon and the Whale, the little website that could (at least for four years). She is now slinging words about cinema for Film School Rejects and MSN Movies' The Hitlist and anyone else who will have her. She has covered a number of festivals over the years, including Sundance, SXSW, LAFF, AFI Fest, and Outfest. She's never walked out on a movie and doesn't plan on starting anytime soon.
Mark Lester (Filmmaker):
A member of last year's winning group, The Waitlist, Mark just graduated from UCLA's film program, and his thesis film Orange Drive was chosen to screen at the Directors Guild of America Theater for the 2011 Directors Spotlight. Also, Mark and Jeff's film Couples Therapy recently took home Best Story and Best Comedy at the International Grand Finale of Campus Moviefest.

cARTel: Collaborative Arts LA is an ensemble based, multimedia arts organization devoted to creating large scale arts events and boundary pushing theater.
-We have multiple workshops teaching playwriting, clowning, stage combat and more, and teach in high schools across Southern California
-We put on plays of all kinds, dance shows, one man shows, musicals, spoken word experiments, clown shows and more, we put on two benefits for Foster Kids and are currently partnering with various groups in the LGBT community for our next show, the Fabulous Adventures of Alan Swift, a journey through time and space focusing on the evolution of gay rights.
-We have one day events that are designed towards bringing in new artists and letting current artists we work with expand their horizons with poetry nights, storytelling events a la The Moth, 24 Hour Songwriting Competitions, and this event, the No Budget Film Festival.
-Almost all of our plays have a music and art component as well, with galleries full of original and relevant work and receptions featuring up and coming local bands.
-In short: Collaborated with over 500 artists this past year, engaged over 3,000 audience members, created over a dozen unique events ranging from full length plays to one night art festivals, and taught over 500 people the art of clowning
