Bill Clinton. No, apparently both
Jimmy Carter and (wait for it)
George W. Bush have enjoyed some chicken and waffles in the past. And while it's extremely difficult to picture Dubya on the corner of Manchester and Main unless he was tied up in the back of a low-rider, I guess we'd better give credit where it's due. Meanwhile, I wonder if Carter ordered the Stymie's Choice? He just seems like a giblets guy.
