Guerilla Gardening
He's been really into conscious subversion of arbitrary laws lately but is too scared of getting arrested to attend any meaningful protests. Suggest you do some guerilla gardening, which will make him feel like he is bringing beauty into the world through transgression but which is unlikely to result in serious consequences. He reads a lot of Renaissance Herbals and will insist on only planting non-hybridized species.
