Make no mistake, I'm sure plenty of people were completely unaware of their surroundings, but as to the specifics of why, I'm afraid I can't speculate, for legal reasons. Like, if I was unconcerned with libel laws, I might guess that this girl is dressed like she just hunted down and skinned The Lorax because she's on a massive dose of MDMA. But I won't do that.
