The sexy, look-at-me staple is definitely going to be a hot trend this spring. Val Garland, the makeup artist for Monique Lhuillier, created the Art Deco inspired look by using black kohl pencil and cream liner to highlight, resulting in bold eyes in a sleek and sexy style.
