Halloween is a chance for all of NYC socialites to show the world their creative sides. And, with the top makeup artists, stylists, and designers at their fingertips, they better come up with something good....or not even bother stepping out of the house! Last year, V Magazine hosted it's Halloween party at Rose Bar, and caught several socials in their creative concoctions.
