Otherwise, if you buy TwitterPeek it will be the most useless purchase you make in '09 your life. Who could possibly need this device, who's sole utility is sending and receiving Tweets?
The only person that would need this device is someone without a Blackberry, iPhone, or data cell phone. Although this poses another problem altogether. If these people still exist, are they the type that would be prone to tweet? No.
Oh, and it costs 199.95. So, go out with your TwitterPeek and tweet to your hearts content everywhere you can imagine going... provided you still have cell service.
So you will never have to pay for connection fees, but you will only be allowed to use this device to tweet. This makes total sense. If you happen to be in a real emergency, you won't be able to call 911, but you will be able to tweet your little heart out and finally find out who your real friends are.
