Needless to say, the "customers" who knowingly participated in the scam weren't just trying to get out of their homes for a quiet quarantine somewhere nice. Although the city was at the height of its COVID crisis, the complaint alleges that "in various instances, those who bought fraudulently obtained Program hotel rooms threw large parties, and sometimes even engaged in violence." Yikes!
